Rent-A-Car Policy

In exercise of the powers conferred by section 69 of Provincial Motor Vehicles Ordinance, 1965 (Ordinance No XIX of 1965). The Government of the Khyber Pakhtunkhwa has been pleased to notify a policy for Rent-A-Car including license fee, parking places fee & route permits fee with following terms & conditions:

  1. Engine capacity of the vehicle should not be less than 600 CC.
  2. Rent-A Car service shall be registered as a company with Security Exchange Commission of Pakistan.
  3. Vehicles shall be registered commercially as Motor Cabs with Excise & Taxation Department.
  4. Company shall own not less than 10 vehicles
  5. The vehicles for rent-a-car should not be more than five years old at the time of registration / issuance of route permits and should be awarded contract carriage rout permits for the whole province by the concerned RTA.
  6. vehicles shall display monogram of the company on the Bonnet, side doors & deck (at least two places)
  7. Vehicles shall be exempted from colour scheme and installation of fare meters.
  8. Vehicles shall get certificate from the Vehicular Emission Testing Stations for pollution control and fitness certificate from Motor Vehicle Examiners.
  9. Company should have enough parking place for at least 10 vehicles, which should be confirmed at the time of issuance of license.
  10. The fare of the service shall be de-regulated.
  11. Proper air conditioning (heating cooling) system shall be installed in the vehicles.
  12. Company shall maintain record of all drivers, staff etc with antecedents of the employees, duly verified from police.
  13. Company shall maintain car leasing, road operational and management record, which would be made available for inspection. All cars leased with their lime for leasing, the person who leased the car etc would be maintained, with record of ID card numbers.
  14. The employee of the company shall wear proper uniforms, and carry ID Cards/identification Cards, displayed to the customers within the Car.
  15. Whoever operate or plies Rent-A-Car without registered parking place, or without route permit, shall be punished with fine which may extend to twenty thousand rupees (Rs 20,000/-) but not less Ian ten thousand rupees (Rs 10,000/-). The fine to be levied by Transport Department and Traffic Police.
